".S. Rep. Scott Tipton is waiting to hear constituent feedback on legislation protecting the Thompson Divide before taking a position on a proposed draft bill, he said at the GOP headquarters in Aspen on Saturday.
The draft bill, introduced by U.S. Sen. Michael Bennet of Colorado over two weeks ago, could lead to enhanced conservation of the Thompson Divide area near Carbondale and retirement of gas-drilling leases there. The senator has posted the draft on his website and invited the public to comment in the hopes it can lead to common ground between drilling opponents and gas companies holding leases.
“As he gets public comment I’m hoping that he will be sharing some of that with us,” said Tipton, who represents Aspen and the rest of Colorado’s 3rd Congressional District in Washington, adding that he isn’t familiar with the details of the draft bill. “But we’ll see what ultimately he’ll be looking at.”
The proposal would withdraw unleased minerals on public lands in the area from future lease sales, essentially protecting them from oil and gas development. It explicitly states it would preserve existing rights of gas leaseholders, but it also states the feds would, within 180 days of passage of the bill, provide “opportunity for donation, voluntary exchange, or other relinquishment of those rights for retirement.”...."

Speaking outside a workshop he was hosting for Pueblo-area businesses interested in overseas sales, Tipton said both Democratic and Republican lawmakers understand that Vestas Wind Technology and other wind-power manufacturers need the tax credit renewed as soon as possible or they face a slump in sales this year. The Vestas plant south of Pueblo employs 450 workers.

The Republican congressman will hold an open town hall-style gathering at 3:30 p.m. on Saturday, March 3 at BB’s Kitchen. In traditional Aspen fashion, the afternoon meeting is being billed as an après-ski event.
A group of non-partisan young professionals successfully lobbied Tipton to make the visit. Frieda Wallison, chair of the Pitkin County Republican Party, said the event is focused on meeting local constituents in the under-40 age range.

In an announcement Tuesday, the NRCC announced that Tipton, the freshman congressman who represents Pueblo and the 3rd Congressional District, has been selected for the national committee's Patriot Program — which essentially means the NRCC will help Tipton with campaign funds, advertising and other essentials.

SandBox Comments: Aspen Times "Maroon Bells fee legitimate"
SandBox sends out a thank you to 3rd Congressional District Congressman Scott Tipton (R-Colorado) for once again stepping into the middle of a controversy in our district and lending his leadership to overseeing a resolution.
In this case, it was the inflamed hyperbole of Mike Kenealy, recreation special uses coordinator for the White River National Forest that originally spun the story with the help of liberal media. It's good to hear Kenealy now acknowledge that the Forest Service's ability to regulate traffic in the Maroon Creek Valley and charge the fee was never in jeopardy from the review.
Tipton listens, usually quietly and in unobtrusive ways. He then acts. Instead of sending out a presser and calling for a photo op like Polis, Udall and Bennett; Tipton simply gets the job done. In this case, if he had not called for a review, the flamers would have dominated the press and upset folks would have likely waited a lot longer for resolution to their concerns.
Coloradans appreciate that. Good to see another issue is resolved and everyone can move forward.

SandBox Comments: KKCO 11 News "Rep. Tipton hears gripes about GJ airport fence"
Why are Western Colorado Independent Conservatives sending Rep. Scott Tipton (R-CO) back to Congress in 2012?
Because the seemingly small issues like this fence controversy in Grand Junction are normal, everyday problems that he handles.
Tipton's not only is doing a phenomenal job in Washington, he listens and stays in touch with his district.
He knows his citizens, works and walks among them as a common man and truly cares about their lives.
"...Rep. Tipton listened and took notes. He eventually took the floor and said he would be watching the developments. He said he was concerned about the fence's impact on the local economy, and said if needed, he would bring in the federal government. Kenyon said, "This is one of the most important, if not the most important airport in Western Colorado, something we've got to make sure is prospering to the best of our ability."
Rep. Tipton also hinted at the possibility that the Board's interpretation of regulations may be hindering local business. He said, "It is an example of where government regulations when they are interpreted certain ways are having definite impacts on people. We''ll be listening to the airport authority to be responsible to get this airport moving again."
According to board member John Stevens, no one from the board knew about the meeting, and only found out about it by watching 11 News."

SandBox Comments: Durango Herald "Tipton reviews his first year in Congress"
Scott Tipton has done a terrific job. The best personality fit for the job of any candidate that was in the race.
SandBox is glad to see him running again and supports his race.
With that said, we don't blame him if this next stint in office is his last one. Anybody who would want to be a career politician in these times is an anomaly.

"Tipton Stands Up For Private Property Rights
Washington, DC — Rep. Scott Tipton is taking a stand for private property rights by urging the U.S. Department of Agriculture to reconsider implementing a permit condition to require the transfer of privately held water rights to the federal government in order to utilize National Forest System lands. Tipton expressed concern over the impact the requirement would have on water rights held by ski areas and ranchers.
In the letter to Agriculture Secretary Tom Vilsack, Tipton writes, “Water rights established under state law are property rights for purposes of the Fifth Amendment to the United States Constitution. Congress has not delegated to the Forest Service the authority to require permittees to transfer ownership of water rights to the United States as a permit condition…
“Likewise, the Property Clause does not give the agency the authority to use permitting conditions to obtain federal ownership of water rights that have been developed or acquired by private parties. In the absence of such authority, the agency cannot demand such a transfer of ownership without just compensation. Rather than unlawfully taking property from private entities, the agency must acquire and exercise water rights in priority in accordance with state laws.
“It has been a long-standing policy of the Department and the Forest Service to ensure that private property rights, including water rights, will be recognized and protected in the course of special use permitting decisions for water supply facilities. Secretary Madigan and Secretary Glickman provided assurances to Congress in the 1990s to recognize and respect the role of the States in water allocation and administration, as did Under-Secretary Rey in 2005. I have serious concerns that the agency intends to depart from this longstanding policy by virtue of its recent permitting decisions and related policies.
Because of the significant percentage of water that originates on National Forest System lands in the West, such a change in policy would pose a threat to the current system of state allocation and administration of water rights…"
