Since when does the highest law enforcement officer and prosecutor in the nation get to use legalese tactics during the course of his job?
If he was not a prosecutor as well then law enforcement discretion, maybe.

No prosecutor but especially the head man ever has the right to use lawyer tricks. They're the only ones that are supposed to be held to the accountability of duty to find the truth. Holder needs to go and our entire prosecutorial system of standards needs to be overhauled. Admiralty law is not acceptable outside of military and war.
